Authoritarianism versus participation in innovation decisions

Why do innovation projects fail? The most common answers are (A) the implementation differs from what was planned; (B) despite positive expected payoffs, there is an ex-ante probability that payoff can be negative (risk). As a third option, we consider fallibility of individuals who evaluate using their limited information-processing capabilities (bounded rationality). Furthermore, compare overall organizational performance two decision mechanisms. First, informal Collective Decision as unanimity participative mechanism to decide on technological adoption and, second, centralized Authority decision. Authority-based decision-making results in higher commission errors (acceptance unbounded rational decision-maker would reject) and lower omission (rejection accept) than Decision. In dynamic process where sequence randomly generated evaluated mechanisms, simulations show that, short-term, dominate preferred Decision; however, mid long terms, Authority, especially if does not incorporate social influence. With Decision, ratio fail lower, more rejected, fewer accepted, which interpreted resistance innovation.
